Following the enactment of California’s Universal Transitional Kindergarten law in 2021, the City of San Bernardino identified the need for a dedicated facility to support its free, high-quality pre-kindergarten program for all four-year-old students. Located adjacent to San Bernardino High School, the Cardinal Child Development Center was conceived as a welcoming, high-performance learning environment that supports early childhood development while embracing the site’s natural features.

Designed by LPA Design Studios, the project preserves several mature trees, using them as organizing elements for both the architecture and landscape. The outdoor environment includes a pollinator garden, shaded dining areas, and a reflective pond planted with regional species such as native grasses and desert wildflowers—allowing nature to take center stage.

Acentech’s acoustical and sustainability experts collaborated closely with the design team and end users to ensure classrooms, play areas, offices, and dining spaces support comfort, focus, and engagement. Along with CALGreen Building Code requirements, LEED Platinum and Net Zero performance goals were carefully aligned throughout the design process. Additionally, Acentech’s efforts went beyond the minimum acoustic prerequisite by achieving the Acoustic Performance credit.

To support acoustical performance, Acentech conducted pre-construction ambient noise monitoring and developed predictive acoustical models to guide material selection and detailing. These studies helped the team achieve target Noise Reduction Coefficient (NRC) values while incorporating exposed glulam beams and wood framing. Custom wall assemblies integrate bookcases, storage, and child-scaled nooks for sitting, reading, and climbing—blending acoustic control with playful, multi-sensory learning opportunities.
The Cardinal Child Development Center has been recognized with a 2024 Outstanding Award from Learning by Design and featured in Architectural Record for its sustainability-driven approach, organic and fluid form, and thoughtful integration of architecture, landscape, and early childhood learning.
